We have only the Pope's interesting devlog to read and came up with an idea, but the fact is the premises of the question are wrong and far from legit. It's like asking who copied the way of cooking eggs, or pour water.

I Have to agree totally!! ...'cause there's a Kraken that attacks the ship? ...(by the way, this didn't happen in Cthulhu) and, aside from the ride to the port, Cthulhu takes place totally on land whilst the action in Obra Dinn is on board a ship. I cannot describe any similarities between the two. So far as Lovecraft goes, the Kraken was not his idea. The giant squid was spotted from time to time by whalers because certain whales were enemies of this creature and it became a sea monster legend along with a few others.
The Return of the Obra Dinn and Call of Cthulhu couldn't be more different from a writing standpoint. I'm being very kind to "X-Ray" because I'm giving the benefit of the Doubt with regards to Classic Lit.
