Are all the voice actors actually from the same country as the characters?
Because that's pretty cool, if so. For the most part, the Chinese sailors' VAs seem to have Chinese names, the Russians have Russian names, and the Scottish woman's VA is named 'McCreadie' which is as Scottish as you can get, etc.

Props to Lucas Pope for doing this (even though they mostly only have a single line of dialogue/screaming), instead of just getting random friends of yours to imitate some accents. It's a cool precedent and I'd like to see more of it in games/tv/film.

Most of them. Some of them aren't - for example, the Austrian bosun was voiced by someone named Tim Simmons, which definitely doesn't sound like the name of a native German speaker.

In every case where I could, I auditioned native actors for each character's lines. I needed to balance casting based on both accent and performance though, which wasn't always an easy choice. Someone that sounds perfectly Irish might not give as good of a performance as non-native actor faking the accent.

This was especially tricky for the non-British roles because most of the lines are delivered in English and it's just more difficult to act outside your native language. Tim as the bosun is a good example of an (American) actor with great chops beating out the native German/Austrian actors that auditioned.

All of the non-English dialog in the game was translated by friends native to the character's origin, and I ran all of the good auditions by them to tell me who sounded native and who didn't. These friends are listed as "Language Consultants" in the credits.

Well, I can confirm that you did a stellar job. I'm not a completely native speaker of German - just living in the country (and having lived there when I was young) - so my word doesn't mean as much but my German girlfriend's sure does and she identified one of the "Teutonic" characters pretty much immediately after hearing his voice line. :)
