Completely and utterly stuck (mild spoilers)

So, I don't think I'm that far in and starting to get a real feel for the game, but I cannot for the life of me get anywhere with chapter 2.

As in, I've done loose cargo, found what I need to find (I assume, no solved anything yet) and the same for murder but the cold chapter 2 is completely blank. I'm looking at where it happens, Orlord deck (or whatever it's called) but can't see any way to access it.

I thought I'd need to go to chapter 3 murder and find whatever event took me back to chapter 2 but nothing does. Or find something in chapter one to take me forward. But nada.

I'm kind of going round in circles and could use a prod in the right direction?

What the hell? Another kind replier came in with the same advice, which I thanked them for. And both replies have vanished! Odd! But thank you for the further comment.
