As for content, putting aside the nexus differences, the Vita version will have the old tutorial, rather than the three new ones. It'll be missing 16 overworld levels (Tunnels and all of the no-key levels except Downhill) and the secret level, as you said. As a minor note, the song that plays in Satellite Debris and Advanced Tutorial (Undiscovery) won't be present anywhere in the game, since neither of those levels are playable. The DLC map packs combined are the same as the community map pack in DX, all 109 levels. That should be everything!
Its good to know that all community maps from DX are present there.
Im still concerned about the lag issues though, so I might consider skipping this version, although the demo was pretty solid =(
