Team Skill Problem

Hey guys. I have a Problem with the Team Skill. I am playing the FPS mode. I now skilled every skilltree of Players Personal and the Team Skill to the highest Level. My Teamlevel is 21. The highest skill i can generate with that is 1995 and i am winning ALL games. But the Sponsoring thing says that i need a Team Skill of 2003 or 2004. How can i train my players more skill? Just to repeat, everything is skilled on max
