What to do when Mr. Tatters appears?

I'm looking for the keycard for area 4, and I go back to area 1 where it should be, but the clown (i think its name is Mr. Tatters) keeps appearing and I dont know what to do.
I stay still, he still jumpscares, I can't figure it out.

Works the same way as he does in Emily Wants to play, you need to stay still when the screen is red and you can move when is green. The only difference is that you need to "Touch" him (Press the e or the left click) when you are close to him

In the first game, when Mr. Tatters appears, the screen doesn't become green nor red. But you are correct about the second game.
