Grandia is similar to what you are describing, yet not as complex as Star Renegades. It's not pretty anymore, being a PS1 game, but it's a solid coming-of-age story. I played it a couple of months ago and I still enjoyed it.

I think Fuga: Melodies of Steel is like this. It has a demo somewhere so you can try it.

Grandia is also similar, perhaps the progenitor of this type of combat, but it's a very easy game. I love it for the adventure and nostalgia as a kid. I think there are some romhacks/mods that make it better on PC.
