Question)Dark Paragon Intel Perks

I unlocked the Dark Paragon and played a round with them. There's no perks to choose from besides rookie. Finishing the moon dungeon, there are intel perks you can choose for the dark paragon. Yet there are non available to choose or unlock? How do I get them?
