Lost Planet Extreme Condition - Steam is not running

Anyone else getting this? When starting either DX9 or DX10 the game goes through the opening dev credits and then goes to a screen saying Steam is not running and that I need to restart the game with Steam running.

When I try to launch via the exe it told me steam.dll is missing so I put steam.dll into the main game files. It now launches from the exe but tells me Steam is not running.

Anyone ran into this and does anyone have a fix for it?
