Based on your agility every turn you recover x amount of energy (usually around 1000).
When the amount of energy you have is > 0 you are can do any action. The amount of energy consumed by an action depends on the action and usually on the weapon speed. Faster weapons consume less energy thus in the long run you can perform more attacks to the target with it.
To put it with an example:
Say you have 500 energy left. You decide to attack a target with a dagger that uses 700 energy. this puts you in -200, meaning your turn is over and all the enemies start to do their actions. After all of them have negative energy your turn starts and you recover energy. If you recover lets say 1100 energy you will start your turn with 1100-200 = 900 energy. Now if you attack with the same dagger you will be able to attack twice before your turn ends: 900 - 700 - 700
