Charging and Shooting at the same time?

I've been watching Youtube videos of this game and it seems like people are charging their energy but still maintaining full shooting capabilities while doing so. Is this actually possible or am I misinterpreting something? For example, there are quite a few instances in the first few minutes of this video where it looks like the player is doing both at the same time: https://www.youtube.com/watch?v=OWwQ8Bs-aL0

Yes, you can shoot and charge (AND use special attacks) simultaneously. I can't remember the default controller settings now, but I have charge/slow mapped to LT and shoot mapped to X. So it's pretty comfortable to shoot and charge at the same time.
