Will I Get The Same Event Again After Missing It?

For example, one event is that bandits appear in Leshan Buddha area.

If I go there too late and the bandits have left, will I be able to meet the bandits again?

So they will just appear in another area?

They can appear again near the western region (probably Kashgar), Eastern Docks, Jingyang Ridge, or Leshan Buddha.

Got caught offguard by them vanishing, tried reloading and running over to the Ridge at the last second but couldn't find them anywhere (do they appear as a random encounter on the world map in the general vicinity of the location?)

EDIT: They appeared again at the Buddha, just wander around the worldmap and encountered them so that answers that question.
Unfortunatly it wasn't the bandit event I was hoping for (the one I'm looking for is apparently a repeating event that you can get some manuals for the thief girl out of and a chess book, but I've not seen it kick in even once)
