Idk if the game has a problem in detecting the button being held or if it has a problem in detecting that I'm standing on the ground.
This is in the Skies of Vascillia level when you need to shoot down a bunch of battleships.

The ships move up & down very subtly.
Hold the "down" button (on PS4 it's X) while you're on solid ground (I usually pick right next to the reactor), then hold the vector cannon button (on PS4 that's R2), you'll then be able to fire the vector cannon when you release it after charging.
I forgot if I held "Down" the whole time or not, but you'll figure it out.
