Is this game best on PC or ps4?

I heard there is online for this game and overall I didnt know if this game would be better on PC or ps4

There is no online functionality whatsoever for this game.
Except for installing it, Denuvo and activating achievements.
You can play a VS mode locally with another person (or the CPU), but it's one of the least interesting extras of the game IMO.

I heard the game runs flawlessly on PS4.
Some PCs still have small problems but if I'm not mistaken you can use higher settings than PS4 and you won't have to keep buying the game to play on the next console.

Don't buy it on PC without trying the demo first, the game is buggy for some people.

get it on ps4 like i did (ps4pro anyway) my pc version had no sound tried demo and full game no audio and im sure they never patched it... my lap top had sound one play session, the next session no sound again but it never worked on my pc.

PC lets you use the far superior Japanese dub. The English dub is so bad you honestly shouldn't even consider the PS4 release.
