I think zoe 3 Got canceled with hideo leaving. Altho I didnt dig the premise to much but still if it would retain the gameplay....

They could just hand development to another company, like they did with Gradius V.
I think FromSoftware wouldn't have too much trouble outdoing ZOE2.
They certainly have experience with comparable gameplay, and I already think Another Century's Episode 2 and 3 are better games, though they're way more about projectiles than ZOE tends to be.
We know that Silent Hill got cancelled because of Kojima spending a lot of money on useless stuff. For ZOE3 I don't know, but there are a lot of good producers out there than can do a better job than what kojima do. If you don't believe me check the story of "A way out" , in one game you get more feels than in the entire MGS series.
You do know that develloping a game cost money right ? So if a game sell badly of course they are not motivated to make a sequel.

Plus I'm sure Kojima wasting money hiring another company to totally redo ZOE2's port from the ground up properly probably pissed Konami off, and may have played a role in ZOE3 being canceled.
