you want the AI companion to be turned On with multiplayer Off
the only reason the AI companion wont come to you is if they are being controlled by another player, they are in the town because you are as well, or they are busy fighting something.
that being said there is a small chance that they can die and you wont notice if you hightale it and abandon them somehow with your rad parkour skills. the AI companion is a little notorius for being clumsy and tripping into a pit of death every once in a while.
now if you are at a designated companion spot where they are required, and they are alive but never showing then it might be that they are stuck. the best way to fix this is to disable them in the settings and then re-enable them a few seconds later. that way they despawn and respawn near you.
