Ideally you want a high STR character for the recoil control. You'll most likely fire one burst per turn, and your job will be to get shot at while wearing heavy armour.
You can try a 10/12/6/4/4/6 build with Healing Factor and the Regen stim.
Recommended feats:
- Controlled Burst
- Armored Warfare
- Tough Bastard
- True Grit
- Guns, Lots of Guns
+ Any utility feats you might like, such as Slow Metabolism (will make you unkillable), Fast Draw, Charger or Personal Magnetism.
The difference between this and a crit build is that while you will deal less damage than a full sniper build in the endgame, you are very, very tanky.
Of course, especially with energy weapons. Rifles have substantial base damage and good penetration.
It will be less than a crit build, but this allows for decent damage while also being unkillable.
It's one of the few ways to get extra accuracy, and reaction's never bad. The Rifleman feat is pretty bad since you're not investing into crit at all.
I guess you can skip it if you like, it's not high on the priority list. What I gave were just feats I thought would synergise with the build -- you don't have to follow it to the letter.
Educated is pretty much always worth it on all characters, moreso if you have low INT.
