Brotherhood is a political organism that emerged as a successor to original mutineers, not exactly having caused it.
And did the idea that Church cares for common people come from? Nothing implied it as far as I know.
Jonas is pro-independent Pit, status quo person who seeks it to stay a place of anarchy where he is a king
Braxton is an ex-church pro-Protector, who wants to make Pit a police state, where everyone follows his laws
Mercy is a pro church, who tries to seek something inbetween those two radicals, also, her rule is the least stable it seems.
Now, if we talk about factions, it is easy to notice that only hardliners among Protectors and Brotherhood still want this war. The rest are more then satisfied with a peace at least until situation with a ship is cleared. And Church is the one that all in for instigating this conflict further to reap the spoils.
Mercy with Mother is going to be more radical than without.
Jonas with support from Nazar might give more stabillity and security (don't know yet).
And Vince hinted about a new leader within the Outskirts..
Each Boss can allign with each faction.
All can get the proposal from Hanson, or the offer of subjugation by Sheffield.
Only the Church doesn't accept all, yet.

Mercy without Mother might be ok.
Jonas could do with a little more law and order, so maybe nice with Nazar.
Braxton...
Not sure how he is going to react to either Nazar or Mother.

No one is going to ignore an armed band setting up shop in the Outskirts. 😉
Braxton is no saint, but the main character isn´t necesarilly one either.
You can even say you don´t like his methods, but still declare you agree with his ultimate goal.
If you go to Jonas you can choose to say you´ve come to warn him and say Braxton is going the wrong way of being a Major of the town. After that he asks your help and you can answer you prefer to sit this one out.
No threats whatsoever. He even asks you to come back if you change your mind.
Of course this means you were lying, but that is small beer in comparison to the mayhem you are helping to unleash upon the Pit.
Its a Xanatos gambit, Jonas kills ya? He gets a casus belli to proceed. Jonas leaves ya alive? Well, he starts to act and ya get to kill his right hand. Either way, Braxton wins.

The same. Braxton did nothing Mercy or Jonas won't do
Mercy, well... Jonas gave her a Camptown to rule over and while this is not the limit of her ambitions, she does think that under him she may get higher. Npw, under Braxton, she was convinced that Jonas is as good as dead, so Plan A no longer works. And Braxton won't need her after the coup, so she quickly makes a plan B.
My point is that situation as it was benefitted them a lot, so no real need to act
Mercy is looking for guidelines which are neither too loose like Jonas´, nor to strict like Braxton´s.
See seeks guidance from the Church, she doesn´t seek their rule.
If Mother comes allong her religious side shall grow more extreme.
But without it might be acceptable.
Maybe the difference between closing the Promised Land and closing every single establishment alltogether.
Considering the quality of products there, I am all in for closing all of them except Boone's and Whiskey Jack
