Is it even possible to do this without a sneak character? Is this quest important to advance the story or just just for loot?

It's a side quest for sneak specialists so you can safely ignore it.

Look for some videos on youtube, some people do amazing things in stealth. You can lure out guards by making noise, then assassinate them while their back is turned. Don't know about that particular quest, but it's been done in others.

If nobody has sneak in your party, just report it to Braxton and clear it from your log.

It's quite complicated btw, and best done with your sneak master, its harder than stealing the Eye.
I did it on my solo char comfortably with 8 sneak untagged and no sneak skills and no mk3 stealth device. With lower stats will be harder. If you got Faythe with sneak talents, will be easier and dont need so much sneak lvl.

really fun sneak set piece, can be done with sneak 6, a cloaking device, 16 AP and no sneak feats. but you can't loot everything (security cam guarded room on 3rd floor).

took me 3 or so hours but I've done it, had to level level sneak to 6 and get one of the sneak feats

Disappointed there is no achievement for this!

Yeah actually feels bad there is no achievement for competing major sneak quests, e.g. Black Fort + Stop the War + Eye ;(

Are we talking party or solo?

It’s possible to get all the loot except one Colt pistol with 16 AP 6 sneak solo char without any specific feats (and to grab that Colt it’s probably, but I didn’t tested yet, requires to have [Quick Fingers] feat + some good chunk of AP, if we do not specialize in stealth whatsoever).

For party i’m not sure, as I rarely play with party, but it would be pretty fun for me to try. I would appreciate if you share your save, so I could use “typical” full-on violence party (also, I’m quite lazy to setup specific scenario)

I have been able to clear the first and third floor with relatively low stealth character. Unfortunately, the fourth floor is difficult, I will have to try and come back when I have a cloaking device as the character with high computer stat does not have the highest stealth.
