How to get to the Shuttle Bay?

I got a quest to go there but it's not in the list of locations I can travel to.

You mean the outskirts? I don't see an elevator there.

the hab level that you arrive on after the factory, the elevator is basically just a terminal near a platform if i'm remembering it correctly

Shuttle Bay is part of Chapter 2, you need to get to the Habitat first. It's right next to where you arrive.
