This game follow a simple logic: if it's a boss fight - use energy weapon. So, for any tough fight, Master Blaster is valid. As for the ez fights - who cares?
Ofc, that's if you have to choose between two. The reality is that Critical Thinker + Master Blaster + Big Game Hunter is a pretty much required package on any damage dealer.
He can get it, with an overclocked spine.
The only cases where you prefer energy rifles for sniping is if you have a custom built MC/Cobra that can abuse the super rare sniper energy rifle(master trader can get you one otherwise only if you kill the great mother) to also get 2 bullseye per turn(a steady 24AP per turn is required for this) other then that i guess in case of a solo you would value more the potential for a guaranteed kill rather then KO-ing 2 targets
Course small arms are mostly useless. Give everyone a Uzi and have them spray and pray and give the guy want to do actual work a machine gun. Or better yet just use artillery.
