Reaction Attacks - How do they work?

Basically, the title.

Does having 100 Reaction mean I'll ALWAYS react to enemy movement/misses? Or does the enemy counter that with some stat I'm unaware of (and same for us, in that case)?

Yes, 100 reaction means you are guaranteed to react to any enemy check. Values over 100 are useful only with the Opportunist feat or as buffer against reaction-decreasing debuffs (such as burst suppression or panic).
