I don't think I tagged crit on him. If I recall correctly, he got 6 in pistol. He was my high initiative/reaction guy, could and usually kill one target on his first turn. Jed usually just plays as tank/pinata and Faythe needs to hide half of the time.
it's also worth noteing that you can spec a bit into recoil control through various means and use his triple/double shots with pistols to get bullseye shots basically that can stun.
Wich is a little weird but you can test with it
The fact that you're relying on bursts also means you can ignore critical strikes due to the crit penalty if you want. I typically tag SMG/Armor, which combined with the later strength implant makes him a very well armored gunner.
I did get him to Rifle 6 in the end. But my combat rating was only 34 as you can see.
If you really do a lot of fighting, and make sure that he gets the kills (- even if it means that the rest of the team hits end round in easier fights) it should even be possible to get him to Rifle 6 before the Factory.
The Counter Sniper Event in the Factory requires Rifle 6 and CS4 (?) (for the very best outcome), and I am pretty sure I did that back in EA. - In this playthrough he wasn't high enough yet, but I had solved Crossroads without fighting, and did not pay special attention in the Court FIghts and Jia's quest etc. to make only Evans get the kills... - just do another run and try harder. Do a screenshot and report back proudly.
There is also a training rifle token in chapter 1.
with crit 5 and rifle 6 if I remember correctly you get an excellent sniper rifle in the factory that uses 5,56 which is much more available than the 0.45 the sniper rifles usually fire.
