People hit 11 with optimised builds.
I think I hit level 8 on my mastermind with a party of 3.
As XP gets split when playing in a party.
I would argue Dodge This! and Healing Factor are better feats overall to build around. Its probably roughly equal to Gifted in utility.
I remember trying mastermind with all stuff and intelligence implant and other bonuses but it doesnt amount to much.
Probably the game needs extra mechanics for people that have a big experience bonus or inteligence.
Like options to train or teach other npcs in exchange for stuff
If you're going to do this I think you're better off going Cult Leader to roid out your companions a bit. 10 intelligence for the tags is still good but Mastermind itself is superflous.

Yeah in my experience all it does is make you into a gentle wall flower in terms of combat presence and you would rather have the sizeable cult leader party wide bonuses OR 3 extra stat points instead from gifted(those are actually not 3 points in practice as you can push those into con that nets you more implant slots that in turn net you even more stat points(base+OC) and also grant chip upgrades bonuses) while still holding on to a high int 7+ and retain about as many tags for skills as you would on a mastermind build but without the typical sub par con&per these guys tend to display(why ?I because they suck in combat and whatever other points they got lefty after maxing int need to go into cha to have large party to make up for their incompetence in combat)
