Most of the time, you will increase both streetwise and persuasion (and often impersonate) if you use even just one of them.
They don't lead to different outcomes either, so they are just kind of fluff.
A few tests require one of them specifically, streetwise being the most common, but it's rare.
As for tags, if you build a talker character then you will have high charisma (probably 10 and Cult Leader/Master Trader to boot). In that case tags may not even be necessary. However, you will have to at least invest 1 skill point in every social skill you want to develop, otherwise you'll be stuck failing checks to get enough learning points to even reach level 2.
There are no real high Impersonate checks, if I remember correctly. (The early ones like Hank / Outskirts are tame; for Morgan you can even bring the stolen Sheriffs Badge (from the Regulators HQ).
Just invest the "free" level 2 skills from character creation into the Speech skills, to get you started (as even the lowest speech skill checks start at level 2).
