Can't find Harbinger

So i know shes suppose to be "found in the secluded apartment right of the train" per the wiki, but i can not find her. My mission say to kill Kurl or deal with Harbinger. I am at the point where i need to side with the 1st sister or The Mother.

From the main gate at the Heart, where the gate guard is, go down and to the right, she's in a second floor building up one flight of stairs, you'll need to open a door.
