2. No, but enemies will roll for a reaction attack when you act (attack or toss a grenade) in their weapon range.
If you try to do a normal turn with an active Cloaking device you'll have enemies do *a lot* of reaction attacks against you.
Cloaking devices in combat have two main uses:
1. On characters who don't want to do anything but stay alive, like Skill Monkeys. You activate the gadget, run away and then pass your turn for extra evasion. You'll pretty much never get targeted.
2. On characters with very high evasion, preferably in smoke, who can deal with the extra attacks and like making use of the detection/evasion bonus to kill enemies.
1. Cloacking Device does not affect reaction attacks at all, as if it does not exist?
2. Does the Cloacking Device give a bonus to evasion and if so, how much? I didn't find it in the description in the game.
2. Yes, but I'm not actually sure of the value. If I remember it right it should be around ~30. It applies to both melee and ranged attacks, unlike the Distortion field.
