How does grenade smoke work?

1) the attacker and the target are both in a cloud of smoke - it is clear that the smoke is acting
2) the target is in smoke, the attacker is not in smoke - does the debuff work?
3) the target is not in smoke, the attacker is in smoke - does the debuff work?
4) the target is not in smoke, the attacker is not in smoke, but there is a cloud of smoke between them that crosses the line of fire - does the debuff work?

It really doesn't make sense to me that the debuff works if you're on the *edge* of the cloud shooting out. Honestly, smoke grenades don't become useful until you find Night Vision Goggles, which are few and far between. Or play melee characters... now there's a thought.

True, but at first i use em as additional defense until enemy stims run out, later on its night vision goggles on and AR goes brrrrrrttt
