The rest of your progression comes down to skill improvement by usage (and sometimes training/tokens) and stat improvement by implants.
Probably this system doesn't have the same ballistic power climb feeling as in WoW or something, but there's nothing wrong with that per se, the game doesn't have to be liked by everybody and everyone.
You can't grind, but there's plenty of content to raise your skills. See player-submitted builds in this thread, start at the end as that's where the latest content builds are:

So why not at least 1 skill point per level? Like, TWO if you take a perk for it. It's just I'm running around finding it impossible to do things because there isn't enough experience to level up the skill.
Like, at least let it give you some more HP even if it's only like, 1 per level if you have 4 CON. All odd level, level ups are absolutely useless unless you take the Mastermind perk. They literally don't do anything for the character, there's no point to them.
You gain a feat every level.
All level ups are equal, they give a feat point each (unlike Fallout which gave them every 2 levels).

About the skill points, it only works in the character creation screen because all skill level start at 1. Skill levels have their own XP gain, so giving 1 point could range from 20 skill XP if you place it on a level 1 skill, to 2200 skill XP if you place it on a level 5 one.
We are doing a pass on the LP system for better progression, but giving raw points is out of the question for the issue stated above.
Now, currently there are some ways to gain extra skill points via feats and ingame events:
- There are training tokens you can find and use in skill learning machines.
- Some characters are trainers (Sarah, Jia, Maryam, etc)
- Skill monkey feat gains are retroactive, so your skills get increased when you pick it.
- Educated gives an extra tag, you can use it to increase a skill by 2.
- Datajack implant can give an extra tag or increase your character XP (retroactive as well).
