Evasion isn't viable with a full crew that avoids quite a lot of fights via sneaking and talking. First there is not enough lp to go around. Second it gets split between four Chars, and the enemy tends to fire at the ones who have less Evasion to begin with, which means you can't get a single Char high in it.
Evasion is more like a little bonus.
Or for more combat-heavy playthroughs with fewer team members (- Lone Wolf runs seem to work well with Evasion, where your MainChar is the only one getting shot at / the only one earning all the possible Evasion lp by himself.

Also: why instead? Maybe there's still people who want his Toxic resistance to receive the Heart's boost? I didn't mean to shut out other builds. Its a minor difference honestly, Evans can still wear one of the 100 toxic resist helmets. There are four that I know of, although two of them aren't available until after the red zone I believe. Trading the minor regen/toxic resist for a strength/armor handling boost is a net positive for Evans.
I've noticed that as I upgrade my distortion field and use spare skill tokens, Evasion Evans has an excellent chance of avoiding enemy attacks all throughout end game. They usually won't even attack him unless I leave the distortion field off. Yes, he's in real trouble after round 5, but it hasn't been a problem thus far.
