Ranger Coat

I think the "-1 AP" penalty should be removed from the ranger coat.

The only characters who would wear it would be those with the armor handling perk, but their armor is almost certainly good enough that they would already be better off using the vests and full arm armor that disable jackets to begin with.
So there are no characters for whom wearing the ranger coat would be optimal, in its current stat state

I disagree, currently stacking Harbinger's vest with the Ranger coat provides the best torso DR distribution in the game.

There is no armor combo in game that beats Harbringer's vest + Ranger coat in terms of overall defense and especially torso DR right now. But even if you do not take Ranger coat and use Granger coat your defense would STILL be higher compared to best accessible at the moment gear(which would be Damaged Riot Armor or Riot Officer Armor plus Damaged Combat Armguards)

Basically what was written above. Currently Full Body Vests in the game are actually the weakest type of armor you can use.

So, I'm really sorry to be necroing this thread but I want to know: How many Ranger Coats are there in the game?

I'm on my sixth run through and I've only ever found the coat in the Habitat at the Church area where you have to sneak in some building. The Coat is in Church colors - red and white.

I know that after you return to the pit from the habitat, the armor vendor will have the 'Raider' coat. But I've never seen the 'Ranger' coat sold, nor did I ever loot it from enemies.

According to HuggyBear's guide in the guides section (which has not been updated with this year's content but is otherwise very thorough and accurate), the only potentially lootable Ranger Coat that is not in Church colors belongs to an extra security guard that only appears if you try to rat out the First Daughter to the Great Mother, fail the disposition check, and then join with the First Daughter to kill the Great Mother afterwards. Most players will never see that one.

Apparently one of your allies in the Azrael fight wears one, but I don't think they are lootable. If they are, you will have to drag the fight out until they die, as they have death timers like your group.

Mathias wears a Church version late-game, and it is lootable if you give the machine to the Church then betray them for the Monks and fight rather than persuade the Church forces.
