Both Mother and Nazar claim to be aid/guide refugees, but they have arms nonetheless.
The dilemma whether to see them as people in need or a threat to your society is a tough one.

Nazar definitely isn't a Church supporter.
He is the leader of a squad left on its own after failing in the attack on the Pit. Nowhere to go, just seeking a place to carve out a living.
