Report a translation problem
The way the game works is that it is very hard to play a hybrid character without understanding the intricacies of all the game's mechanics.
If you want to go for combat, you should decide on the type of weapon you want to build and build around that.
For example, if you're interested in SMGs, then make sure you start your build by increasing your SMG skill to 2 and tagging that skill. You can then also do something like this to try out (it's not optimal, but should allow you to get to grips with combat better.

Select Dodge This as your first feat and Tag Evasion as second skill and increase Evasion, Crit Strike and Armour as your other skills.
With this you should be able to easily kill the first fight in the Courthouse. Try it out.
But first speak to your neighbour to get some lockpicking training and use it to open the chest behind the apartment to get slightly better armour.
Once you get to Level 2 select Gunfighter as your second feat.

Regarding non-combat build, yes, the whole game can be done without fighting. Although you may not be able to complete some side quests.
If you want to do that then the following build can work easily:

Tag all Streetwise and Persuasion and Computer and Electronics Skills
Put 1 point in each of them. You should then be able to start the game off next to your apartment and convince the thugs to leave you alone.
Also, for the fully non-combat build, I'd recommend picking Mastermind as your starter feat, to help mitigate any backpedaling due to check failures. You will always have as much skill XP as you'll ever need.
You can use Evans to tank them, especially if you have good leg armour on him, or a shield. Simply put your tank person in front and the frogs will 95% attack them.
Gas masks are also important for spitters, since they prevent quite a lot of damage in the long run. Try focusing fire and killing one frog at a time as quickly as you can. Use faster attacks, since they have very low DR, but high evasion.
Have you tried getting other companions yet ? One of them in particular - is good at tanking frogs. Have you tried doing other quests ? If you go to the outskirts, there's a relatively easy battle against two thugs harassing someone named Hank.
Try using grenades to help you out in fights. Make use of aggro stims.
