How do you unlock customizer

Is there any idea? like do u have tro beat the game completely or?

It gets unlocked midway through the game. I'm not 100% certain on the exact point, but it's certainly unlocked at or before the time you do the Noir level, since the lead-up to the level involves a bare-bones tutorial on using it.
