Can't target with bolts using a custom character?

Basically, I made a custom character with bolts as one of the attacks.. For some reason, when I hold down the button, it doesn't let me target (even though Bolt Targeting is enabled).. I've tried a few things, but I can't seem to make it work... Is there a way to fix this?
When I change holding the button to beam for example, it does work, but that's useless if there's already a beam and I don't want a beam on that specific button. I've also tried boomerang, but instead of shooting the gun, it throws the gun...

guide:give ur character bolts turn on bolt targeting dont add targeted lunge. EZ PZ LEMON SQUEAZY dont give him/her a weapon it will not work then sorry)and of c it throws the gun if u picked boomerang
