Unlocking ghost rider in asgard

When in the asgard area of chronopolis i cant seem to get the mission for ghost rider as it looks like it is locked. Do i have to do something else to get this mission unlocked?

Do the other character mission currently unlocked in asgard, it involves saving others from danger and after it should unlock ghost riders mission, after you help ghost rider you can then purchase him for around 250,000 (I think) and 25,000 for his bike. Also if you know a character or item you want from a quest is in the area locked, just do the same quest type in the city your in to unlock that quest.
