It's seeming that that's the case. It's just obnoxious that they have that other bundle with the older game that's actually not as good a deal.
Sadly Ive spent about three hours on it. Had my brother down for Easter and wanted to give it a go co-op so thats why I ended it up buying the regular version impulsively :)
I'm not too fussed. Just wish their page was clearer. Their loss in the long run as I spent less money.

There should be six additional levels, so three are still unreleased. And looking through the achievements I expect The Runaways, Antman and Wasp as main characters.
The DLC characters and levels coming out in a staggered fashion after initial release is pretty par for the course for the Lego games. I think it took about 6 months for all the DLC for Lego Batman 3 to come out.
