i don't know about mods, but if your talking about dlc. it should start downloading after you buy them.

I already have all the dlc (thanks to the season pass) and that is not what i was refering to.

1 year later and this is a bit hard to understand but i know how to use it on steam there's a program named quickbms you have to get a complete folder and extract each .dat file in separate carpets, if they are joined the game can get some bugs too you have to you have to get a name in where you know which of the dat files was before because after modding the carpets of the extracted dat file you have to reimport it again to the dat file before in this video you can understand https://www.youtube.com/watch?v=ni-BQHbHYbE
