Gold brick in Hydra river

None of the sites with guides have a solution for the gold brick chest that is in the river/canal that passes between the two bridges that enter Noir Manhattan and Hydra Empire from Frozen Manhattan. Can anyone help?

For those as confused as I was, the pipes that lead away from the chest are practically invisible, but lead to a mound to the right, behind a pillar, as you are facing the falls.
