gold brick in water hydra area, close to manhattan noir HELP

I cannot get the gold brick in the water in south part of hyrda area near manhattan noir. It looks like it needs dr. strange to open, but I cannot see where to use him. I have explored all over hydra land, noir and the water. HELP
