Puzzle in Manhatten missing

Right between lemuria and manhattan, where the buildings are partially under water, there is supposed to be a puzzle. Its the puzzle where your supposed to push a few buttons on the side of a building to make all lamps light up (all under water). In my game, there is just no puzzle. there is an icon on the map for it, but when i mark it, fly to the location and go under water, I just see the blank side of the building.

Ok it appears when you reach lemuria in the main story. Still something that should get fixed, but at least my playthrough isnt fked
