This isn't the kind of game that requires you to look around with the camera much at all. Aside from looking left and right in combat.
The manual shows keyboard controls but no mouse. We don't have anything official, but the trailer and screenshots show button icons of the Steam controller. If they bothered to natively support the steam controller, it should support mouse input
As noted, we don't know about mouse support. SO4 had basic mouse support, but its mouse-look was completely broken. I expect support for custom keybindings (SO4 had this as well), but there's no confirmation as yet.
If your disability is such that you require mouse control, you may not be able to play the game. However, nonfunctional mouse-look isn't really much of an issue with this game (towns don't have camera control at all, and the combat is more about just running hero actions with no real need to mess with the camera).
In battle, you can run around a bit, and use the mouse here to look around the battle area (rotation only occurs when the cursor reaches the edge of the screen so it;s not ideal), although it's not particularly needed. once you start taking some actions like aiming and firing, the camera automatically locks on to the enemy, at which you can't move it anyway. It's hard to describe.
