I never thought about it because i have never messed that up, but it might actually be possible. Every other time you can find the hex's no problem but this one I cant think of a way to get more of those hex's

some hexes drop in specific zones, for example yellows drop at the desert wing of the ice area

IF that´s possible that would be a terrible game design.
I hope anyone can find me a way to find this blue hexes.
Problem :All elevators are shut down

? Didn't you get 4 blue hexes from the old man outside your base?

OP probably screwed that up.

Bestiary isn't 100% accurate as some drops appear even when not listed because the loot sometime changes based on the encounter group composition even with the same enemies. One of the encounter in the Bridge, Closed Road or Back Alley should drop a blue one so try all of that instead of camping the same area over and over.

Fighting on top of the hex color that you accidentally used will also add that hex to the loot table.

If I recall, as a backup, each chapter updates the arena when the chapter starts with the new enemies you can encounter, meaning one of the highest ranks you can attempt there should have enemies with the new hexes as a possible drop. It may or may not be the actual highest rank you have though just one of the newer ones added in that chapter. They also typically place the enemies that drop them very close to the area which is unlocked from them. Though based on phrasing it does sound like OP didn't talk to the old man.

Thank God i had a save file with only 40 minutes of progression lost.I far as I can see, yes! you can ruin your game.I will be much more careful now.

Blue hexes are dropped by mid-end game enemies. I don't think the arena has them that early, we're talking about chapter 2.
Even it has them. I think replaying the game from the beginning is way faster than beating all those arena battles.

i only use the arena if I want to quickly level up the characters after a weapon swap.
and for quick money.

While I question how you managed to screw up placing the hexes properly, I do agree it's a bit stupid that there's no way to fix the mistake without reloading a previous save.

Just because he didn't find any enemies that drop blue hexes doesn't mean they don't exist. The developers considered this potential problem guaranteed.

Enemies definitely do drop blue hexes, though I can't remember if the ones you face on the starting level actually drop them. It's been awhile since I've played the game on 360. Come to think of it I'm pretty sur eit's zone related, so chances are his game really wasn't ruined.
