My guess is that it's licensing issues. There was definitely a shirt that someone could wear that said "ROF" but in the same style as the SEGA logo. My guess is, seeing as SEGA didn't publish the PC version (Tri-Ace themselves published it), any SEGA-related stuff is gone. I haven't come across that shirt in the game on PC yet so I'm thinking that's what it is.
There's a few other differences too. They've removed the infinite money glitch (something to do with selling scopes for more than it costs to buy the materials to make them, I never did it personally) and another strange one I've noticed (might be a glitch) is that NPCs don't thank you when you buy from them anymore. Whenever you buy something from the clothes store in Ebel City the saleswoman (forgot her name) says thanks every time you buy something on PS3, but she doesn't on the PC version.
Other stuff that's different is that the main font is different, the one used for the menu and dialogue boxes. There's also a few glitches here and there. Sometimes the music on the overworld just doesn't play after getting into a random battle, but will come back after a time transition or after another battle.
I also noticed in a cutscene where there was no subtitles, it just said "blank" on the screen until the next scene; probably just a typo or missing character in the subtitle code.
