Report a translation problem
It's actually really easy. But, using the 'Car Editor' (launched using the steam 'Play' button) takes a little getting used to. There's a good tutorial video for getting familiar with it in the 'Guides' section I believe.
one converted, you'll need to save it to a mod folder (it doesn't have to be in the game folder, it can be on your desktop)

Conversion Process
1. When converted, save to mod folder - it will download as .zip
2. Open the mod folder and locate the .zip you just downloaded and "extract all" to the folder.
3. Open vortex and under your game profile, upload the .zip.
4. Install and deploy mod.
5. You're done!
NOTE: You will need to manually download any updates your converted workshop items might get (i.e downloading a new version).
there are also mods on the nexus for CS2018.
Edit: I should also mention that any workshop items imported via this method will use their workshop ID as their file name, i recommend renaming them upon downloading them so you don't forget which mods are what.
It's not listed under it's games when searched
And I can't find an option for adding a custom game and telling it where to install mods for that game
