Does this have free roam parts like 2021?

Is 2021 just a visual upgrade from this game or does it have a lot more features?

Trying to decide between this and the newer one

well in 2021 you also can change the fluids like the brake fluid and coolant and in 2021 you can have electric cars if you have the dlc

CMS21 does have some more feature's. Fluids....like said above....and, a lot of mini games for things like parts repair, tire balancing, etc....whereas before (CMS18) it's just a click fest to accomplish same tasks.
Currently the 21 version doesn't have a ton of content like 18 does but, that'll change fairly quick I'm betting. And, the 21 version is a lot better optimized than the previous version....less bugs....that we know of so far. So, it should perform better for most ppl's PC's. That right there would be a big consideration in my book.
