This one is free, but the game dont install the DLC automatically. Must be installed manually.
I could be wrong but, I believe you are confusing 'Performance' parts with the parts b, c, d, etc... which are just the default parts modified in their looks usually. And, the 'Tuning DLC' should install automatically but, sometimes (for whatever reason) it will not get checked off in the Steam properties for the game (right click game in library--choose 'properties')... in the DLC list. So, then you have to go in there and select it so it gets installed. Then in the 'local files' run the file verification to be sure it gets installed. That DLC gives us the 'Performance' parts--ones with additional horsepower boost versus the original game parts. We must consider though, I can't remember a time when I didn't have the Tuning DLC installed so, it maybe that those other parts (b, c, d, etc.) are part of that. And, they're in the other parts store when it's body parts... body store and then body tuning store.
