Be sure to save changes made to the file when finished.
Also, if these mods are straight off Workshop (not manually installed) be sure you're still 'Subscribed' to them and that they show up in the 'Showroom' as installed in the game.
Not there... as in--not showing up in the 'Showroom' when you go to it from main menu? If that's the case, then steam didn't download / install the mod correctly. You'd need to unsubscribe the mods, restart steam, re-subscribe the mods again--waiting for them to finish downloading. Try verifying the files afterward just to be sure. Load up and check 'Showroom' again.
