how can i enable all engine swaps?
what the title says, i know that i have to go to config, but i would like to use all engines if possible?

There's a BIG problem with that. The main issue is that the various engines will NOT fit into the engine compartment and line up properly. Trust me, a bunch of the engines would look terrible if swapped with the default engines. Reason is, the new engine is going to be using the same placement coordinates as the default engine. But, different engines are not centered the same as others. However, there are 'groups' of engines that do center on the same coordinates as each other. These groups are usually able to be swapped without issue cuz they use the same types of Gearbox and exhaust downpipe's.

For example, these engines will all swap with each other and still line up properly;
engine_v8_stary
engine_v8_stary_2carb
engine_v8_stary_scharged
engine_v8_289
engine_v8_429
engine_v8_magnum
engine_v8_sixpack
engine_v8_hemi

So, in section [6 Engine]
you could list these engines as swap options...
example;
swapoptions=engine_v8_stary,engine_v8_stary_2carb,engine_v8_stary_scharged,engine_v8_hemi,engine_v8_magnum,engine_v8_sixpack,engine_v8_289,engine_v8_429

It doesn't matter which order you put the engines names into that swapoption list but, that's the order they will show in the cars details too. So, if you're ocd like me, you'll probably want to put them in the order you feel is organized correctly.

There's also groups for the 4 cylinder engines and some of the more modern 8 cylinders but, can't recall off top my head which ones swap properly. It's something you can experiment with (and make a list of) using 'Car Editor'.

You mean a list of all the available engines and what their game code names are? I believe someone posted a guide in the 'Guides' section which lists all the engines and their names. As to which groups swap properly, don't think anyone ever did a list like that. Wish they would have... thought about doing it myself but, now I'm playing the 2021 version anyway. Do note, the list of engines you actually have available to you in-game is going to be dependent upon which DLC you own. A bunch of the DLC also included some new engines.
