Agree... 2021 is basically a reskin with some minor changes. IMO - it's a money grab that PlayWay likes to do w/their games. Small updates, same game, some graphic changes but not too expensive so people will continue to purchase them.
If 2018 is on sale, you can get a lot of playtime out of it and not really miss much that 2021 has to offer. Plus, you'll get tons more DLC options and modded cars that you can download and restore in game. Modders have done great work.

After watching a video of CMS2021 I feel that the minigames will annoy me (in the short term, at least) and as it seems like there's not a major difference between the two I'll go ahead and get CMS2018.
pretty sure the promo profile names have been pointless ever since the release of sandbox mode for CMS18 and 21
I've tried almost everything to minimise this issue but it does appear to be something within the game that's throttling my hardware.
You should set a 'Max Frame rate' limit in the gpu control panel. You can do that globally--for all apps--and / or for each individual app--like limiting this game to a lower frame rate if needed. But, also, right click the desktop, choose 'Display Settings.' Scroll down till you see (in right pane) 'Graphic Settings' and click that. In that window, under the option to choose an app to set preference, hit the browse button and find the game's exe, selecting it and hit ok. Now it's in the list below for choosing apps to set preferences. Click it and select 'Options.' This will bring up a window with some choices of how the game is being handled for graphics. You'll see the default is letting Windows decide--bad news... it'll try using the CPU most the time. You want to switch that to 'high performance' with the GPU being the dedicated graphics method. It seems pretty dumb Windows is setup that way... trying to have CPU's doing graphics work despite having a dedicated GPU. But, that's what's happening under the hood.
